You MUST read the docs, or at the very least do this:
srvctl relocate service -h
and all will become clear when you see the -f switch.

Thanks,
John,I have not RAC env,so I want to know what happen the sessions that run on source instance devdb2.

The Docs say as,but it do not mention the session run on source.
srvctl relocate service
Relocates the named service names from one named instance to another named instance. The srvctl relocate command works on only one source instance and one target instance at a time, relocating a service from a single source instance to a single target instance. The target instance must be on the preferred or available list for the service.

Andy, I will not do this again. You must learn to read. Open the manual called

"Oracle® Database Oracle Clusterware and Oracle Real Application Clusters Administration and Deployment Guide
10g Release 2 (10.2)"

Go to "Appendix E", and read the section titled "srvctl relocate service"
